I modify my nerf guns by using

"Krylon Fusion Spay Paint" for plastic. To give it a realistic effect I use Satin.

Thats your best guess for that kind of mod. and if you were to model paint it go to Michaels and buy model paint and spray seal.

you can spray paint them black, yes. I would suggest using some sort of primer and then painting them. At The Home Depot, they sell a "plastic" spray paint that is meant for, well spray painting plastic :-P It works really well on outdoor chairs, so it should be just fine for a belt.

go to any costume shop, or ebay and I bought 3 of the The Dark Knight utility belts, child size. You can take them apart and move them however you like. I added a buckle to the back and for the grapple gun, Meijer, and for the cell phone, I bought another utility belt they had for Batman Begins and just took it from that and used it on there. It's Batman's grapple gun. I put this video up to show how I modified the Rubies company belt. That grapple gun didn't even come with the belt. I had to attach that snap that I point to myself

lol man. There is no way we have the technology yet to make a grapple gun so small and so powerful. Mythbusters tested it and they made one, but not very powerful. For a grapple gun to be so small and so powerful at the moment is not possible.
