The fanfare is a trumpet thing, so that is probably why they have them out front. As for the drum majors not spinning, your guess is as good as mine. But as you know, the band is a field show band and only march on the street two to three times a year so I'll give the drum majors a pass on that one!

i still think the trombones should go in the front instead of the trumpets and the drum majors should be spinning something.

the formation they're in is like a standard drum corps formation: Trumpets, mellos, bari/euphs, then tubas ad/or drumline ....
