The pipes are linked to the central heating circuit, as far as I know. As to the fluorescent tubes, it's engineers who get their training in the building. I am sure they came up with a practical solution. Salvisberg was not a typical Swiss architect. He went to Berlin as a very young professonal and was influenced by expressionist people like Hans Poelzig or Erich Mendelsohn. When the Nazis came to power he returned to Switzerland and got a chair at the faculty of architecture in Zurich.
Is the pipes-belt in admittance just decorative or real serving pipes? the classic navy style from pre-bellic international style. The full height stairs pipe lamp is genial, although i wonder how to proceed when a piece needs sobstitution ;). Switzerland has a good tradition in modern architecture and some masters, i think especially to Max Bill.
