He guides you to get plasmids and weapons and stuff. he tells you about the "mayor" of rapture, andrew ryan, who built the city. after a long time, you go to andrew ryan and kill him. atlas tells you to put a key you found on ryan into the override, and you do, and ryan industries turns into fontaine futuristics.
