I say open forum by way of internet should be used to allow transparency. I know that at the grass roots we are doing this now, but perhaps we need to bring this to the forefront. As for who decides, I say with a transparent open forum the power goes directly back to the people. If we the people make it clear to begin with that we won’t allow liars & cheaters to run for office in our country we might be able to clean out immorality in our government. In this case the contracting parties are free to marry provided the natural obligations of a previous union are discharged.
Then there is a list of reasons for declaring an annulment. (There is a rumor that with enough money an annulment can be purchased for any reason.)
