NoVA isn't "real Virginia" For Pfotenhauer, I think it was just a verbal goof. At the same time, it feels like that has been the attitude of Richmond forever, with how bad traffic is in NoVA, especially when compared to the rest of VA. It reminds me of once when a representative from NoVA while in Richmond said NoVA should become its own state, in disgust of how much money from NoVA was going to the rest of VA.

She might be referring to "purchasing power parity", when she is referring to "quality of life" being 1/3 below the US. It's more in the neighborhood of 20% lower.
