The IRB should be looking at 2 points for penalties, and leave it 3 for drop goals (because you still need the technique to pass them between the post) and 5 for a try. That would force the likes of Munster and Cardiff Blues to PLAY the ball.

Nah, Munster played the better rugby but USAP were constantly slowing down the ball, offside and distrupting Munster's game and they were punished for it in the end.
