Actually it wouldn't be impossible to shimmy across, not to mention the fact that there are multiple window-cills along the way to hang on to. As well as that, a cat across the entire ledge, (Not a cat as in a noun... A cat as in a climbing maneuver) wouldn't be impossible either. However, the only issue I see in the game that would make this not entirely impossible, however INCREDIBLY difficult, is that you're carrying around TONS of gear... Guns, grenades, kevlar I'm assuming etc...

Well old glitch, if youd read Official playstation magazine the last months, it says its a parkour exploration. Not a bad spot though as long as you get one shot one kills n have extra ammo, easy 30kill streak (NUKE TiME)!

on this map what ill do is ill camp that spot with my sniper, use last stand, one man army, and beast it. Have a Chopper or ac130 (Chopper preferably) HArrier and nuke. It was my 31 nuke on the game! Hardline is the best, and use claymores!!!

Nah, look how it's set out, they did it as a very hard to find secret spot... there is also another one, where you can stand atop one of the higher cranes... tallest place in the map.
