I found this (with the hilarious English dubbing) under the title "Death Of A Ninja" on a DVD along with "Legend of the Eight Samurai", with similarly hilarious English dubbing.

My friends and I in high school watched this crazy thing almost every weekend. In addition to the silly dubbing, we were convinced there were at least two scenes out of order.

The new one: "Shinobi" (starring: Yukie Nakama). Beautiful visual effect and better plot. Worth to watch. We have the DVD at HMV Toronto. I'm not sure about Okland

"Shinobi" is the Koga Ninja Scrolls, this is the Iga Ninja Scrolls. I think this one is technically the first in the series, as this one takes place before Nobunaga destroyed Iga and Shinobi takes place after Iga restores itself.
