He is not asking for the definition of the "term". He's asking how Tribal Sovereignty will be affected and recognized in governmental relations through governmental policy, state and federal in the evolution of the new century. It is an adult question that requires critical thinking. Bush can't think critically. This is not a difficult term to define in any context for an adult, especially one in the political arena. The president should know how to answer this question but fails to do so.
