Being the commander in Chief does not make him the greatest general, at that moment the best thing any leader can do is give his troops, police, firefighters, etc. full freedom to work with what they've got. And having their high authority immediately pressing them with questions would only slow them down. There was no action any President could've immediately taken at that stage to fix what was going on. At least he tried to keep his people calm (not the best action but the only action)
