The Europena courts found that the victims' human rights were violated -- without making any comment upon the many innocent civilians killed or security services people tortured and killed by the various IRA groups. Civilised as long as they keep to a standard in their work, at minimum the standard that's generally accepted for the use of force, possibly a higher standard. You know: don't kill without good reason, try to avoid killing civilians, look well after your prisoners, see that your injured enemy is treated well, don't use certain kinds of weapons. etc.
