Well, now I think that she is supposed to be addressing the council (more specifically the chairperson), not the general public.
That being said I got lost in who on the council was saying what. Looks like guy on the left was a councilman and made a motion that was seconded and approved? (Didn't hear a second nor a verbal vote.) So there was no valid motion
She did have the "privilege of the floor" which in general falls to the chairman of the committee (mayor) to handle as far as content.
