Checking turn is good, but betting isn't bad either. Tony could've been floating a c-bet in position with a wide range, and a call on the turn would give Todd more info since Todds out of position. And a turn check could likely induce a bet from Tony with a wide range. River bet was bad attempt at a value bet though after being called twice. Either Tony's on a draw and won't put in a cent or he's got a hand that's got Todd crushed.

Hes a donk for not checking the turn, made no sense for him to be on a draw unless he had AK/AQ of diamonds the possibility of which was low. He should have at least been worried about a pocket pair higher than his jacks after the call on the preflop. The river call was the donkiest move of all the only thing he could beat that would call the flop/river was a bluff.

I probably would have checked the river if I were Todd. You have a marginal one pair hand and by betting you open yourself up to being raised and forced to call with one pair. You also prevent your opponent from bluffing if he had a missed flush draw.
