U get it from paridece falls, east of the mine field, on the map it's a big square, btw what's the place you need to shoot people with that to take stuff. I shoot people they either explode or run away screaming.

@Frerichs1962 Go to Paradise Falls, You can be lead there by doing the little lamplight quest to gain acess. Speak to Grouse and tell him you will get the slaves, he will then give you the Mesmetron you can either do his quest or do as I did and kill all the slavers to rescue them. If you are following this path, make sure you have ALLOT of stimpacks, The dog & another companion with you. Hope this helps.
