I think the persone doing the voice was rick dees, a disc jockey. He used to host "Solid Gold"

The guy doing the voice of the singig Porky is a comedian that did voice impersoninations of cartoon characters. I don't remember his name but he was on a morning radio show and did the song live. The people laughing were the radio disc jockey and staff.

Its someone whos in the studio with him, I think they recorded it as a lark but then liked it , then they released it.

Yep, the laughing is from the original recording. That is Mel Blanc doing the voice, of course.
