Hum, if you fight a dragon first, the second will be harder. They kept Willy as the hardest in Replay Mode. Billy can be the hardest but only in Story Mode. This boss also reminds me Dodagon (or Dogadon) in DK64, the way Willy hurls his Ice boulders.

this will give you infinite feathers and eggs

now cross the "lake" with the gold feathers and get to another cannon

As an experiment, I went for Willy first, and he had 6. So I guess the better one is based on who you fight first. Boss replay was probly made this way because usualy everyone takes out Billy first.
