oh, I don't know: be part of a major terrorist organisation / revolution, embargo supplies to the government, kill shitloads of government security forces and steal tonnes of expensive hardware and weapons, organize the local populace into rebellion against the president / tyrant; overall, try to be the biggest pain in the ass to the government as you can... hope that helped

@ThePantherVision no they just use criminals for "free infantry force" air units have trained personal (as far as I know), besides most of infantry are stuck in their suits and if they start fleeing or something they'll just be killed by their OWN suits.
