I think there is an interesting fact that both winning teams of the X-Prize Oil Spill in 2011 are evolutionary instead of revolutionary. The revolutionary fluid mechanical aspects of Travelking111's patent shown in the current video should be better appreciated.
Even though the X-prize has been awarded, your invention is worthy of developmental funds because it accomplishes a task not addressed by either the first or second X-prize winners. The one is for skimming oil and the other is for fast collection of oil in open waters. Your invention is meant to fully protect the environment from spilled oil. It is quite apparent that all 3 objectives and purposes (the 2 X-prize winners and yours) are similar, but very different in the field.

Better to protect selected, prioritized environmental resources, then to put a single boom of 6-inch float and 12-inch skirt that has demonstrated failure because of oil oversplash and drainage failure. If we can spend to surround islands with pink plastic, we certainly should spend to guard and protect what Nature gave us!

The improved procedure here is to make it very difficult for the oil to enter the marshes in Louisiana for instance, and other precious, sensitve environmental resources. Yes, there is not enough resources to protect all areas this way. A single boom gives a false sense of security,unfortunately.

@iverson7x You are very perceptive. Anything that escapes would be because the practical application of the procedure is probably less than ideal. The procedure has been tested in modelling studies as well as the prototype has been experimentally tested.
The procedure described here sure beats the single conventional boom! Some resources just cannot tolerate being oiled! So why not do the best we can in the first place.

Very ingenious use of fundamental fluid dynamics. The use of the plastic board to slow the oil down is the key component in this design. Hopefully, this will be implemented in order to clean up that mess in the gulf.
Now that you explained it, it makes complete sense. Fluid mechanics teaches us that the oil to will come to the same velocity as the horizontal barrier, which should be practically stationary with respect to the land. Then the oil will not have enough momentum to go over or under the oil boom.
I am pretty sure that if only one set of conventional oil booms are used, it will fail if the water (and thus the oil) is moving at greater than 1 knot.
It is a good suggestion to protect Florida, rather than to try to stop drilling in Cuba.
