Great video but I don't think the year was 1999 as the BBC moved it's 9 O'clock bulletin to 10 O'clock on the 2nd October 2000 but I can see why you thought it was 1999 as this was the year the BBC revamped the news from the cold blue set to the red and cream one featured in the video :D
