She wasn't even being arrested and never resisted anything. If they wanted to arrest her, it would have been a false arrest, but they could go ahead and cuff her and read her the miranda rights. They didn't need to throw her across the room, into a person and into a metal chair, pick her up and hit her with a forearm blow to the head that gave her a concussion.
