When people start encroaching on the natural habitat of the wild animals, something has to give. This is a classic example. Even fencing in the area won't help much and poisoning the animals as a knee jerk reaction is counterproductive. Let the KWS deal with it.
It does not add up; they want to feat on these goats over the holidays then get compensated by KWS.

This is kind suspicious, I would investigate. why would wild dogs kill 20 goats without eating one?
shouldn't they just kill two and three and eat a couple of them?
