I think it is out of sheer respect and obedience to his owner that it doesn't go further and he does try his best to ignore Bear :D
Kissy loves kisses, she can never wait for her kiss... She will cry, poke, grab, jump, scratch, roll, or do anything to get affection from other dogs and me.

I brought my "little furry son" Ein home at the end of last summer -a fresh 8weeks old Pembroke Welsh Corgi! He's just about 100% housebroken but he seems to really suffer from separation anxiety... like if I'm in the next room and he can't get to me... any advice for curing him of it...? I love him so much, and hate to make him unhappy.

Yap, Separation Anxiety is very common among puppies and even older dogs.
He is "not really" unhappy, but if we don't change his habit, eventually the separation anxiety can get worst.
If he doesn't cry when you are not around, but just nervous, he just needs more outing/ walk, and meet new faces.
If he cries everytime he can't see you, than you need to practice some exercise to change his habit.
