Putin's oppressive regime makes political discussion impossible, as elections are violated by "United Russia" on all levels and public protests are de-facto prohibited (in contrary with the Constitution), so only covert agitation and guerilla warfare are available for people to express their opinion. Often this protest is chaotic and irrational, but I believe it will become more organized and well-aimed, thus earning public support and forcing authorities to give an ear.
