Yes but most server admins are retards and they generally all removed koth_harvest_event from their rotation, leaving it with just the boring and fucking dull koth_harvest_final instead.
Uh duh? They can update the PC version without having to wait for Micro$oft to take it's sweet ass time to get around to it. It's why patches and new DLC takes forever to get done. The second DLC for castle crashers was done several months before it was actually buyable.
I'm guessing the server he was on used tf_overtime_nag 1. When KOTH first came out it had a bug that made the Announcer spam overtime anytime an attacker stepped on the point. People thought it was funny, so they left it as a server variable, with 0 as the default value.
