good man, I'll give you my point of view: absolutely, Troy is undercover cop... but Julius and the mayor. In saints row 2, Julius (in the clipping you hear) is in prison as he says to Troy:"I was going better before I got arrested". For the police and Marshall Winslow, I don't think they have connections, as chief Monroe tells you to park Winslow's bus on the train tracks. And, finally, in sr2, Julius works for Ultor (that means, in some way, Alderman Hughes)

Julius said (in SR2) that the Saints are just Vice Kings in Purple now. he wanted to clean up his city, instead it just made things worse, so he wanted the saints destroyed.

SR3 will probably be a whole different story.. they tie up a lot of loose ends.

even tho you never meet dex, troy or anyone else.

i know what happened in the ending. its actually no one jumped out but when the boat exploded your character was blown away instead of blown to bits so that would equal to the splash you hear at the end but maybe the splash may be a part of the boat too but we should already know that our character was blown away by the explosion

Dex: Now works for ultor, in the secret mission he double crosses you along with julies and trys to kill you.
