According to the afterword in the "Homicide" book - Pembleton's closest real-life counterpart, Harry Edgerton, went ballistic when he saw that scene because he'd never order milk at a bar. David Simon is quite hard on the series in the postscript, which I don't think is entirely fair, because all the characters are composites of the real-life detectives after all.
Homicide is such an under-appreciated show. One of the greatest ever on television.
