That is probably because engine and batteries are very expensive, because they are not in serial production, like internal combustion engines... I can say with confidence, that if they put electric engines and batteries with KERS on serial production, they will be cheaper then Internal combustion engines...

@NickBlackDIN A nice scooter from china costs $300-$1000, for $6000 you can buy a car or a nice, fast motorcycle. This is more like a mobility scooter with an umbrella and too low to be safe in the street, a large SUV can easily back up over it killing the driver who has no protection.
