yes it is a combiner because there another coming out figure their another twin flare up or called elita one but it is just a repaint of chromia and they said that the combining instruction is in there site

There is an official combiner photo on a website (i forgot) that shows how it will look like, left hand will have Arcee's blade and right hand will have Elita-1's Chain Gun :)
