Space tourism would probably be a lot farther along if it wasn't for governments interfering in things they shouldn't be. In the late 70's a German company called OTRAG developed a rocket that was 1/10th the price of existing launch systems used by government space agencies and planned to develop their own testing grounds in Northern Africa.
It unfortunately though was shutdown under influence from certain European governments and the Soviet Union.
