Did Admiral Mullen create the Navy's Diversity program? It's my understanding that the Navy's diversity program has led to racism in the navy. Instead of selecting the most qualified candidates the navy's diversity program select personnel (ie, scholarships and promotion) based on skin color. If so the navy is promoting racism. Right? Shouldn't personnel selections be race neutral? I hope the current CNO, Roughead, will undo Mullen's misguided social engineering program.
