Comment: As far as safety goes, I have a winter coat under which I could hide all the appliances in my kitchen. I could easily wear a bomb under it. I don't think anyone considers my wearing that coat a safety matter when I go into a public place like a bank.

Well I don't know about your laws in the states, but up here police are absolutely forbidden from forcing you to comply to a search without either a warrant, or at the very least reasonable and probable grounds. In a place like a bank, signs would be posted outside that state you MUST comply to a search to be allowed entry. If you don't want to be searched, then you don't enter. Simple as that.
