According to this article, "China's ethnic minority kids caught in language trap" by Emma Graham-Harrison published on 6 December 2006 in Reuters News, the Current policy in China is for children to be educated in Mandarin. However, because many of the teachers as well as students in Xinjiang's education system do not speak Mandarin well much of the education continues to be carried out in native languages. That is a good question, I was only there for about a day or two and it was dumb of me not to ask. I can tell you that all of the students and teachers were Uyghur and spoke Uyghur to one another not Chinese. But, the writing on the blackboard behind the kids is all in chinese characters and at least one of the kids had learned a Chinese song, though she was not as confident in Chinese as she was in Uyghur.

Apparently, since last september 2006 I've been told, all Uyghur schools have been closed down by the Chinese government.
