You can use rhyming words, but it truly depends on the situation. As long as you can get your message across you can do anything you would like with the lyrics (if you even need any).
Most of the time I come up with musical ideas before Lyrics, but many people start with lyrics first, form a melody, and then harmonize it.

One simple progression I really like is this: C#m7 - A - F#m7 - G#7 - C#m7
