Sadly, because the outfit's easier to find and purchase, as opposed to having to buckle down and make something like the sneaking suit, or the Solid Eye, for instance.

Actually, this "CQC" came from Aikido's technique called "kotegaeshi".In Steven Seagal's film you'll see a lot of this movements too, since he is an Aikido Master.
