u need to defeat darkrai hes the final boss but he has alot of pokemon around him when u battle him, so bring strong pokemon such as dialga or palkia or if u cant just try ur hardest, after u defeat him u can evolve at luminous spring anytime u want. hope this helped

@shadowRULESshadow you need get palkia with your TEAM, vulpix need a stone to evolve (fire) if it doesn't work, idk

@shadowRULESshadow Firstly, obtain a Sun Ribbon and a Fire Stone. Next, double check that Palkia AND Manaphy are recruited. Now, put the item in your bag and try to evolve. If you still can't evolve, feed lots of gummies (to raise IQ) to BOTH of them. I think Riolu needs 1 1/2 IQ stars to evolve, but it might be more. I'm not too sure about Vulpix either, she might not even need raised IQ.

@shadowRULESshadow You have to unlock Marine resort most of the time, it's about 3-4 days after beating Darkrai you see manaphy again and it joins your team. Then wait another 3 days and she tells you about Marine resort then you can evolve

@empoleongirl1 Hey buddy! You have to do a bit more missions, and then Manaphy will come and tell you that he found Marine Resort. That is when you will be able to evolve. Hope this helped!

Then your Pikachu must hold Thunder Stone (not only in your item box,but on your Pikachu). Then,finally,you can evolve.
