I think you have to play through Ada's scenario too, Separate Ways. Oh, and then I think you get the option of buying the Chicago Typewriter, which is the one you need. :D
Hat-throwing Leon is part of the special gangster costume that you can get after finishing the game. If you have that gun with Infinite ammo, when you press the reload button, instead of reloading, he does an epic hat throw. It's pretty epic, as yo usaw.
I mean, first there is Chris, singing as JUSTIN TIMBERLAKE. THEN we have super snarky Wesker who is not only Chris's one true lust BUT also gets to be SHIRTLESS. (And a Snoop Dogg fan?! <3 Sheva ;))

(Can I just say you NAILED the lip synching in this? RE seems so tricky to lip synch like that)
