What makes you think rats ate his legs off? Where did you find him? He's lucky to have someone who cares enough to give him a nicer life. Go to Walmart's toy section and look for toys with wheels. Sport section might have something, too. I placed my aquatic turtle (had all his legs) on a furniture moving disc (magic slider?).  But aquatics slide on their bellies. He just glided along.

It would probably work better if the plastron was cradled in a "bracket" (think it's called a bracket, it's shaped like one "[" ) so her plastron could rest lower than the center of the wheels. That way you'll be able to use slightly larger, softer tires, and she'll probably be able to push better with her legs. It would probably be more stable too with her weight hanging lower. Don't know how dumb it all sounds...
