Considering how that was a Thunder attack (B + Down) a large bolt of electricity would be enough to stun a creature in mid flight, even Ridley. As you can see near the end he shakes off that bolt and is ready for a full fight.

the characters in brawl are all scaled down, otherwise samus would be destroying characters with multi-terrawatt beam blasts and link would be slicing people open with a single attack,

not to mention that kirby is only 8cm tall, so of course characters will be powered up / down to make things a real challenge!

Red's pikachu doesn't know volt tackle (not to mention the fact that Volt Tackle is an egg move), so it's either Ash's or a wild pikachu that knew the move since it hatched. And I highly doubt that a random pikachu could roast A FRICKIN' DRAGON without tons of training. So it's Ash's.

I'd love to see her as a bigger sort of boss though, maybe even fighting her twice. Once in normal 'brain' form and once in the robotic form that she had in Super Metroid.
