My guess is that in that exact spot, it cannot come to rest on the ground in a way that the engine detects, and so flails about on the assumption that it's still falling.

This is nothing. When I fast travel to Winterhold, there are no less than 5 dragon skeletons littering the road. When I fast travel to the College, there are 2 dragon skeletons jammed in the doorway and more in the courtyard. I've seen at least 3 glitch their way over the sides and fall into the valley below. The reputation of the college is fragile enough without it eventually looking like it was built upon a mountain of bone.

I had one doing this outside of the Brotherhood Sanctuary. Every time I fast traveled it would clip through the ground meshes or would flail around like a Magikarp. Fucking infuriated me to the point where I spent 30 minutes trying to move the thing with Unrelenting Force only to have to end up back at the Sanctuary door when I fast traveled.

A small piece of me died right then and there.
