J Dilla made this beat. The glitches are on purpose. It gives the beat soul & character. He could have polished it if he liked. Dilla has created plenty of polished smooth shit and polished hard shit. Part of being an artist is the abilty to create trends and experiment. Part of the reason that J Dilla is a legend.
