This text that you listed when read completely throught the whole chapter shows both the blessing and curses of God for those who obey and those who choose to follow other gods.

Blessings are in verses 3-12. The reason for verses 15-24 is because God would make them a holy ppl, other pp; afraid-you can see the blessings, but verse 14 states that if they choose not to follow His

When we read through the OT we see Gods forgiveness to the Jews and the cursings used to bring them back to Himself.

I believe in government rules if they are rightious and not bemeaning or oppressive. ie murder, rape, theft-rules are made to let others know of the consequences if these are broken hoppefully stoppong them from doing them but if they do they stand under the judgement. God is a Just Judge.
