try it several times ( save game before ) - some NPC you can not enslave e.g.: sherif in Megaton , Mr. Tenpenny, ...

I've found that you can only enslave normal people. not raiders and not anyone with a name. Like, megaton settlers, you can enslave.

no, you are wrong - with maximu explosive skill - you can not kill this robot by only one shoot from rocket launcher - played game 2 times ( in total 250 hours play ) just on hardest difficulty ( so maybe you do not play on hardest )

you can can't enslave people with names like "Tenpenny" unless a quest requires you to do so. Your best bet would be caravan guards, and random wastelanders.
