@tonytugg She doesn't just get it "out of thin air" , she combines the brooch (I'm not really sure what its name is so let's call it that) she got from Chibi-Chibi with the scepter, and the brooch extends that part of the scepter through the bottom, you can see she has the tier in hand already, followed by the brooch before it comes out. Hope this helps!

That is the holy moon chalice, it is equpped to her weapon to allow her to cast Silver Moon Crystal Power Kiss. In the magna, Eternal Sailor Moon can do it without the Holy moon chalice, she uses the Rainbow Moon Chalice to activate Silver Moon Crystal Power, Make up to turn into Eternal Sailor Moon, there is no Moon Eternal. The Rainbow moon chalice is the upgrade to the Holy Grail. Hope this clears confusion! ^_^
