Skylines are illegal b/c they dont meet Department of Transportation (DOT) Standards, that includes emissions, crash test ratings, safety features ect. There were a few companies that tried to bring it up to DOT standards but that didnt work out.

Though true that single turbos are often put in place of twins in order to get high power, twins are often better for anything involving turns because of the difference in spool rates. You never asked what type of racing it was for so you shouldn't give tuning advice.
