because the money doesn't make it into the schools AND they always want more money. always. doesn't matter that as $ have poured in, performance has gone down (that's the national trend) dc avg $13-000 per student #1 scores-LAST
the money goes to the teachers union. who then in turn gives and gives to democrat candidates. THAT is why they are so vehemently opposed to school choice with private and charter schools. can't have anything cutting into the slush fund.
