Funny video but it also depends on the local Government as well. This video was posted a year ago so I have no idea when they eventually did chop the tree down. However the city I live is pretty prompt on getting waste out of the streets, and it shows. So this could be an example of just a few lazy people working for the city.
If this happened back in my youthful, mischievous days, I would have run around town randomly painting trees just to fool them into cutting them down. I might have even tried to get them to fall for a telephone pole..

Here in the UK they do that sort of thing on a daily basis. One of the best examples has to be the MPs who nave have to use public transport to travel in order to save money etc, but their briefcases must travel by car for security reasons. One MP asked permission to travel with his briefcase and was told he was not allowed to do so.
That reminds me of the cross walk with full on red stop light put up near my place, it was 1/2 a block from a major intersection across from a high school. Are you telling me we support fat kids so much that we can't make them walk a block to cross at the intersection? Since it went up this Wednesday I've gone to work, waited at the red light at the intersection then spent 10 minutes waiting for kids to cross to go to the school...that too was at the city level!
It's a sad waste of money but never under estimate the stupidity of others. Some goofball would h´probably cut down the live tree and leave the dead one. lol
Same here, maybe worse. We had a sewer line replaced and an inspector was required to come out and inspect the work. He didn't look at the work, didn't even take two steps out of his car. He just made his appearance and drove off. And my tax dollars are lining his pockets.
Technically it's a marker for them to tear it down. Sometimes they will do that to live trees if they are too close to each other or have too much overhang on the street.

@Brantoc yeah, obviously there are situations where a live tree would need to be cut down due to it coming too close to the road or such, or its roots ruining things around it. A red spot is simply a marker to pull a tree down and helps clarify the position. I see no problem with this.
It's the same in the private sector. I work on air conditioning equipment.
When I order a part for repairs, here's the route it goes: to my supervisor to, manager to, client who sends out a go-for to check it out, then it goes back to the client to, manager to, supervisor to, parts guy to, parts house back to parts guy and then to me, really I should order the part get it from the parts house and repair it in week not a month, It's all job justification, higher up more justification!
That tree must be worth 1 trillion dollars. We should have the mesaiah obama look at it. lord obama is this tree worth saving. o yes it is a liberal tree. It is part of the high order of stupidity.
It should be tolerant to permit the waste by government. this kinda criticism must be limited in the case of the issue when the huge waste, sometimes illegal, turned to be revealed. this looks very similar to what commy tends to say. we must think always a degree and extent.
Chances are they have an arborist or tree doctor who charges the city $100/hr to determine the health of trees. My wife works for a city government and she is always telling me about wasteful, stupid things occurring. Most of the waste seems to be paying the salaries of the over- paid dept. heads.
