After watching the whole speach, I suspect spore is going to be a tool with which he builds his next game. The idea behind if you can get enough data you can build a model of the player. If he can pull that off it's possible to create a game that will customize itself to the player and therefore make games that will never 'suck.' They will always be exactly what you want.
Agghhhh, I am more excited for this game than I ever have been.
