Well dust devils techincally do fall into the definition of tornado... But that one was much more powerful than a usual dust devil... Probably an F-0 tornado.
Actually they don't. A tornado is a violently rotating column of air extending from the base of a thunderstorm to the ground. A dust devil is only in contact with the ground an therefore cannot be a tornado
Yes that was definitely a dust devil..I was in one similar to that in some desert town in California in the mid 90's. They can be quite scary actually.

Was that connected to the cloud? It didn't look like it and if it wasn't, it's just a large dust devil. Hard to tell.
