@WinterinBerlin here in america, we have pets. Most Americans have jobs that keep them from tending to their pets for 8 hours or more daily. so these pets stay locked up and some just run "wild" in the house. Think of it as a child daycare for animals. Most cities have animal boarding shelters for them to take an animal if they go on a vacation or holiday and cant tend to them for days or weeks. this more of a daily dogwalker, who takes care of them during the owners work day
